Q&A–How Do You Start New “Spiritual Outposts”

Original Question: “In regards to your mention of ‘spiritual outposts’ did you have families physically move to new neighborhoods, or did you build the outposts around new Christians already living in those areas?”

Answer: Enough time has passed that I probably need to remind you of the context I am addressing in this protracted series of Q&A blog posts. During May 13-16 I was invited to speak during a four-day digital gathering, the Salt & Light International Leaders Conference. After each day’s presentation on Disciple Making Movements there was a Q&A session and leaders submitted questions in writing and the host selected some of those questions to ask us live. Many more questions came in than we could address in the time allotted. I offered to address those question via my blog. While I warned this process might be slow, I have obviously stretched this out far more than I anticipated. I begin again in my efforts to address these.

Roy Moran and I each took two days to present material which would hopefully prompt participants to seek out coaching in implementing the best of DMM strategies and prompt people to seek coaching to get to multi-generational replication. Sadly, enough time has passed that I do not recall the specific statement where the phrase “spiritual outposts” would have occurred, but I am confident I can address this question and hopefully be helpful.

When we encounter different strategies than what we are using, which appear to be potentially beneficial, we generally begin to explore how we can add those to what we are already doing. If taking a new approach means we have to ditch everything we are already doing, then we usually pass on the new thing. This is true whether you prefer Apple, Microsoft or Linux. It is true for much of the Evangelical world which bifurcates evangelism and discipleship (which primarily is equivalent to “spiritual formation”).

Evangelism in the Global North is primarily envisioned as being initiated by people who intentionally move to a new region and begin to form meaningful relationships with lost people in the new places where we “live, work, play and learn.” If we identify a people group, city, village or other place where no one knows Jesus, then we raise up a team to move there and begin to allow the light to shine through their lives and words into that area. Many years ago this strategy has been referred to as “swarming” where a new queen and worker bees leave an existing hive and “swarm” in a new area in hopes of starting a new hive with its own unique ecosystem.

The mention of “spiritual outpost” harkens to this mental imagery. Biblical commentators who advocate such a “swarming” strategy might point to Rome’s strategy of gifting retiring soldiers and government officials with land grants in the outer regions of the empire. Philippi, for example, was a Roman colony which was shaped by this approach. Maybe the advancement of the Kingdom of Heaven can be furthered by such an intentional strategy.

Disciple Making Movements are not in opposition to teams of disciple makers intentionally moving to pockets of darkness within their own people group in this way, but this is not how the first “spiritual outposts” arise. It is also not the strategy of Paul and his disciple making band in the book of Acts. His approach was to always look for a local group into which the gospel would be planted and they would become the “spiritual outpost.” Outsiders can and should be catalysts. Insiders become the best evangelists. We are not inherently opposed to “swarming,” but we are not envisioning this being the approach being used by a team of outsiders. From my reading of Acts, the longest Paul stayed in any of the places where churches were started was in Ephesus and he was there somewhere between two years and three months and three years. I believe he stayed there that length of time because his work was replicated in other cities within the province of Asia as he discipled workers to faith and then they went out as disciple makers throughout the region.

What about the other Gifts?

Original Question: “Where does the movement model make room for pastor, teacher, prophet etc.?”

Answer: Many questions like this arise when leaders of individual churches and/or networks of churches start exploring Disciple Making Movements strategies. The assumption is that DMMs are only focused on the apostolic and evangelistic giftings, while Paul clearly identifies additional giftings.

Here is the actual biblical text which is being alluded to in this question:

So Christ himself gave the apostles, the prophets, the evangelists, the pastors and teachers, to equip his people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and in the knowledge of the Son of God and become mature, attaining to the whole measure of the fullness of Christ. Then we will no longer be infants, tossed back and forth by the waves, and blown here and there by every wind of teaching and by the cunning and craftiness of people in their deceitful scheming. Instead, speaking the truth in love, we will grow to become in every respect the mature body of him who is the head, that is, Christ. (Ephesians 4:11-15).

To me, this immediate context makes it is clear that Paul is thinking about the Church Universal, rather than a single congregation in a particular location because of his use of the phrase “the body of Christ” and “attaining to the whole measure of the fullness of Christ.” For the majority of his ministry, Paul has not labored in the areas where others of the Apostles lived and worked. He spent some time in Jerusalem during his early days as a believer when Barnabas vouched for him. Later he joins them in the discussion about acceptance of the Gentiles into the Kingdom, but by and large Paul’s intentional strategy was to go to unreached and unengaged regions where the Gospel had not yet been heard.

The word “apostle” is an English form of the Greek word “apostolos” which was used for anyone sent out as an emissary. In the Great Commission Jesus directs the 11 to “Go make disciples” in the whole world. Paul is later added to their number and we actually know more details about his going than we do the 11, because of Luke’s presence on Paul’s apostolic team going on mission with Jesus. Apostolic workers are those who intentionally go to new places, where the Gospel has not been heard prior to their arrival.

The word “prophet” clearly carries great significance in Paul’s first letter to the church in Corinth. Seeking that gift is proposed by Paul as a corrective for some of the problems which arose in that specific church. Prophecy gives divine insight and confirmation. There can be predictive elements as is seen when an upcoming famine is revealed ahead of time by Agabus. (Acts 11:28). This foreknowledge empowers believers to prepare ahead of time to assist those who will be most negatively anticipated (much like happened through Joseph in Egypt). Prophecy is not restricted to a single located congregation, though.

“Evangelist” is one of these functions which many recognize fits well into the Disciple Making Movement rubric. Someone who has this divine gifting is able to cross many cultural barriers without requiring specialized training. But many believers are not this way. They need help in recognizing the differences which make so much of an impact that shifts in tactics are required. Those who intentionally bring good news into dark places are seeking to be evangelistic.

“Pastor-teachers” seems to me to be the best translation of the next category in Ephesians 4, because of the way Paul’s Greek is written here in this text. There is a phrase which is duplicated multiple times earlier, but is noticeably absent between pastor and teacher. Paul writes of Jesus, “he gave some to be…” four times, not five. Jesus gave some to be apostles, gave some to be prophets, gave some to be evangelists, gave some to be pastors and teachers.

In many traditional church networks the pastoral/teaching role is almost exclusively present. Because it is so significant, the efforts to counter-balance this extreme are heard as denigrating this function. I remember David Watson encouraging a large group he was training in California, “In every group gathered to be shaped by God’s Word, look for two types of leaders in the household–apostolic/evangelist types who live to see the word go to other villages where it has not gone yet and also those with the pastoral/teacher hearts that are necessary to nurture the ongoing spiritual life of an emerging local church.

With these thoughts in mind, explore what God does in Antioch of Syria. Read Acts 13:1ff and see that you have both emphases. Early training in DMM always focuses on vision casting for going, but if there is to be fruit, much fruit and fruit that lasts (John 15), then it requires a both/and, rather than an either/or.

Ten Years of Celebrating

Ten years ago (May), I transitioned from the preaching minister at Stones River Church to become the Global Coach at Final Command Ministries. God has opened doors and produced multiplying fruit during this decade. All the glory goes to Him! It has been remarkable to have a front row seat to witness his purposes unfolding.

There are eleven Disciple Making Movements which God has birthed during this decade. These are efforts within people groups where either 100+ new churches were planted or 1,000 new Jesus followers within a short enough time span that only God could produce these results. As these stories of breakthrough have been shared, a holy discontent continues to arise within the hearts of God’s people who are not experiencing such growth.

Abundant (or extraordinary) praying and fasting are present wherever we see movements. People who wish to be catalytic realize from our African friends that far too often our prayer lives are far too anemic to see multiplication happening. Our existing prayer times are often too self-centered to see breakthroughs. We read through our lists of sick people who need healing from desperate diseases like cancer, but they are woefully void of claiming God’s promises.


Back in the early days of my transition I was hoping and praying from a spiritual “backwash” from Africa. That people in US churches would hear stories of multiplication in Africa and Asian nations and become jealous. I was praying that mission sending churches would open their strategies up to intentional disciple making that equipped every new disciple to become an intentional disciple maker so their blessings could be multiplied. I hoped that Missions Committee members would be patient with the missionary families that were transitioning towards DMM strategies and practices. God has been faithful.

More than 2,000 new simple churches have been planted. 4,190 Discovery Groups have been started and we are praying many more churches emerge as the Holy Spirit works in the hearts and minds of people listening to the Word and seeking for ways to obey what they hear God saying to them. We started intentionally targeting people groups in four nations in the Sahel and that number has tripled across the region and spilling over into North Africa, too. Just last week more than 100 Nigerian missionaries were trained in DMM and are returning to their posts to look for Persons of Peace.

Join me in praising God for some of these remarkable results in one of the more resistant regions on the globe. Pray that God’s fame will spread. Pray for multiplication to expand and more and more men and women will be swept into the kingdom of heaven. To God be the glory!

Question 1: Thankful?

If you search for DBS questions you will find multiple lists which are quite diverse. But they almost all begin with some version of the following question: “What happened last week for which you are thankful?”

Some think of the first two questions as “Ice breakers” designed to get a group started talking. Please remember that ideally a Discovery Group will happen within a household of peace. Here you have a family and/or group of friends who already have meaningful relationships. They do not need an ice breaker like a group of relative strangers do who are pretending to be family (many efforts to change the questions are actually driven by this “strangers” context).

In the household of peace this first question is designed to invite the group into a spiritual conversation. What has been happening in your life which produces gratitude? This is a powerful question which allows a group of active listeners to communicate, “We care about you and really want to know what you see as good.”

For Discovery Groups that become overt, intentional disciples of Jesus, this first question lays the foundation for praise. While the household of peace will not know or trust God enough to overtly praise him, yet, they are being discipled toward praising him once they come to surrender to his reign.

This question is crafted to get us to look for good. After a rhythm has been established of asking this question, spiritually open people will start taking note of good outcomes during the course of time between meetings. Rather than arriving unprepared, these seekers will have multiple options to choose one from that they enjoy sharing with others. Those who choose to make a written record of these good experiences may well become future psalmists who compose hymns of praise after they gradually discover that the God of the Bible is the “giver of every good and perfect gift.”

Starting with this question avoids the trap of starting off focused on what we do not have. It unlocks the power of gratitude and disciples people on the path to faith toward praising the Creator of the universe for his provisions and holiness.

Q&A: How is the DMM Wheel to be Used?

The DMM Wheel serves multiple functions. It was designed as a graphic presentation of multiple stages of intentionally moving toward Multiplication.

David Watson trained early explorers in 22 Critical Elements of Movements (called CPM first and then DMM). No one can remember a list of 22 and not all of the Critical Elements are necessary to the early phases of getting a Movement started.

After much prayer and experience, these five Critical Elements were identified as how to launch the transition needed to begin implementing enough of DMM strategies to begin transitioning toward Multiplication. Many early explorers never became even novice practitioners because 22 Critical Elements is overwhelming. How much of that do you need to start making some of the paradigm shifts to start developing essential spiritual disciplines?

Traditional strategies are too focused on knowledge acquisition, so we focused on these five elements because they are the places where early breakthroughs came. Finding Persons of Peace and using culturally appropriate inductive study methods, which work with a whole family, were essential to beginning in ways that would multiply. Praying and fasting coupled with good access ministries that created places for overt spiritual conversations increased the odds of finding Persons of Peace. All of these early practices open us to many paradigm shifts which are essential to Embracing Multiplication strategies.

The graphic was fine-tuned as a training resource. Once a team grasps a deep understanding of these five Critical Elements and begins to try to implement them, then the Wheel can be used as a way of assessing “What is missing?” when they are not yet seeing new groups being started out of the first groups they can begin. Often, their earliest groups are only believers. Clearly there is no Person of Peace. These are more “practice” groups than true Discovery Groups.

We may have wonderful Compassion Ministries, but do not have the frontline personnel trained to initiate overt spiritual conversations. They will need to be trained to value the role of a Person of Peace enough to be willing to make the needed changes to Embrace Multiplication.

Often, teams eventually come to the foundational understanding that they do not pray and fast in order to hear from God. We have launched these ministries from our own human strength, rather than in response to God calling us to reach a particular people group or region and that is why we are not seeing Multiplication. All five of these must be happening simultaneously to truly start toward replication. While we may look at them one by one, we need all five to start getting new generations where groups are planting groups and brand new disciples are making new disciples who are doing likewise.

Q&A: What is the role of the local church?

There are multiple roles a local church can provide to assist in catalyzing Multiplying Movements. What is happening globally reveals that Movements are the work of God, so our best efforts involve us in finding out where God is already working and seeking the ways we can join him.

Churches certainly can partner with God by rallying intercessors. Members who will pray and fast to intentionally seek God’s heart are crucial to Movements. Training and sending out disciple makers among pockets of lostness are another way a local church can partner in catalyzing DMMs.

Sending out and assisting disciple making teams financially can be a wonderful way to sow into Movements. Great care needs to be exhibited in these partnerships, though. Local church leaders can unknowingly operate with a “franchise” paradigm, where our assumption is that every kingdom outpost will look like our home church does. In global DMMs we see incredible diversity ranging from very simple churches to much larger and more highly organized churches.

Sometimes we use the Powerpoint titled “Elephant Churches/Rabbit Churches” to help leaders envision some of the incredible value in this diversity. If, for example, you want to move large heavy items, rabbits cannot get the job done, but if you want to feed a massive army, raising rabbits will actually be the better way to go. When that presentation was originally presented it contrasted the large church model with small simple communities of faith as though the choice has to be made. But a friend in Africa saw a different way forward.

Shodankeh envisioned “Elephant Churches” intentionally and strategically planting networks of “Rabbit Churches” across his nation, West Africa and throughout the globe. Where there is little organized persecution some of those small simple churches will grow larger, build buildings and become regional training centers which allow the gospel to flow out to the villages which have not heard.

Having a Kingdom mindset, rather than a parochial approach, is critical. Just think about the church in Antioch (Acts 13) if you need a both/and text for this vision.

Q&A: Is DBS owned by anyone, denomination or para church organization?

No, the Discovery Bible Study process was developed by an international team focused on simple disciple making which can be easily replicated by brand new believers and even lost individuals who are “Persons of Peace” (Luke 10-12). No one person or group hold a copyright or trademark to DBS. There are multiple lists of questions that different groups have used, but each catalytic team needs to carefully evaluate the purpose behind the format which is utilized. I, John King, was part of that international team and I personally crafted the question list used by Final Command Ministries.

There are eight questions which drive the Discovery Groups we seek to see launched. Each question serves a distinct function for lost groups which are open to gathering to hear from and interact with the Bible and one another. We discourage changing the questions from week to week because a fundamental goal is to model an easily replicated study format. We know lost people who start new groups using the same questions. Changing them every week requires that each facilitator will have to have greater knowledge and reduce the likelihood of multiplication, thus I believe it is unwise.

While that international team settled on multiple Scripture sets, the same did not happen with the questions, so there is some diversity. The question that we all need to answer is, “What outcomes are we hoping to see?”

Movements???

“What is the definition of ‘Movements’ in DMM?” is a question I was recently asked.

While most of the topics I have discussed in this blog are very biblical, this one is much more anthropological or sociological. Hopefully I am not scaring you off with those “ology” words this early in an article. But I want to be perfectly transparent here. There is no biblical definition of Movements and the word does not appear there.

Yes, I do believe Paul and his missionary band launched a series of Movements which spread throughout the coastal region of what is now modern-day Turkey. The spread was so expansive that even those who counted themselves as enemies said, “And you see and hear how this fellow Paul has convinced and led astray large numbers of people here in Ephesus and in practically the whole province of Asia. He says that gods made by human hands are no gods at all.” Acts‬ ‭19:26‬ ‭NIV‬‬

This testimony came as a result of his two years of “discussions daily in the lecture hall of Tyrannus.” Acts‬ ‭19:9‬ ‭NIV‬‬

The threshold of calling something a Movement needs to be numerically large enough, generationally deep enough and transpiring quickly enough that it is obviously greater than any group can produce or control.

That was my answer when asked to define Movements in DMM. Let me break it down and unpack it a little.

Numerically large enough–in some movements in Africa that ceiling has been set at 100 churches. While no group is going to be unhappy or critical with 65, 85 or 95 churches within a formerly Unreached People Group (UPG), this threshold has been intentionally set high enough to require God’s purpose and power. Another significant missionary force sets their threshold at 1,000 new baptized believers among a people group. Either way, the total number of new followers of Jesus is significant.

Generationally deep enough–is pretty uniformly a minimum of 3-4 generations. The difference in this standard usually depends upon what constitutes the first generation. Some strategists count the groups they personally begin as generation 0 and they require three more generations beyond ground zero. Others count the groups they start as generation 1 and they require 4 (if this seems odd, just consider why some elevators count the first floor as level 0). Either way, you are talking about the same thing. But why 4? Because it gets far enough away from the catalysts that it becomes an excellent test of whether or not the spiritual DNA will not only survive, but thrive without outside control or resources. We all celebrate every generation! But we know there is something powerful in seeing your spiritual great grandchildren!

Transpiring quick enough–might be measured in 2-3 years, if it is measured. Realize this is not from the first entry of the first catalyst making contact with this people group. Once you start having second generation Discovery Groups is a reasonable time to start the clock running. If you do not have multiple generations with increasing numbers of new churches being planted, then something needs to change. What is it? It is possible something was started incorrectly and it keeps tripping people up. It is possible something has undermined the momentum that the early multiplication promised. Either way, what mid-course corrections need to be made?

These somewhat arbitrary benchmarks were created so that Disciple Making teams could evaluate the fruit they were seeing. The benchmarks you set for your efforts can become excellent parameters for determining what, if any, changes need to be made to see the greatest fruitfulness possible.

Addition vs. Multiplication

In my previous post I wrote: “Good things can happen when an individual is added to an existing group. But GREAT things can happen when we coach someone to start a new Discovery Group with their family/friends who are willing to participate.”

Getting Groups to Multiply is hard work for the catalyst. It will fill your week with increased workload. Your schedule will become busier for a season. You will be coaching someone to do something which would be far easier for you to do yourself, but you must refrain if you want to get to Multiplication. You will be your own greatest enemy in making this transition. Admitting you have this problem is the first step to recovery!

As noted in the chart contained in the previous post, “Addition” has some of its own challenges: will existing group members truly include new participants? At what point will they give in to their own tendencies and become insular, protective of the friendships that exist and resist new additions? Also, there is a heavy emotional burden placed on the new addition–pushing through the feeling of being an outsider who is “crashing the party” for the other group members. Whether you realize it or not, being the “newbie” feels awkward, especially if the group is speaking about spiritual themes at a deeper level than you are capable of, yet.

Participating in a “new” group, where most of the participants are at the same stage of learning can be much easier. That is especially true if they are your own family/friends/co-workers/neighbors who are gathering at your apartment, community center or office conference room

Inviting people to start a new Discovery Group among “their people” feels so crazy we easily talk ourselves out of taking the risk. It is “easier” to invite someone who shows interest into an ongoing group, even when you realize the burden of feeling like an outsider shifts to their shoulders. Why do you want them to take the greater risk than you are willing to take?

As Collins’ book notes, “Good is often the enemy of Great.”

Reflecting on: “Who Else Needs to be a Part?”

From: “What can my group accomplish?”
To: “Who else can be a part of accomplishing this impossibly great task?”

This is similar to the mindshift [discussed in the last reflection]. Instead of focusing on the people and resources in our own church, organization, or denomination, we have realized we need to look at the entire body of Christ globally with all types of Great Commission organizations and churches. We also need to involve people with a variety of giftings and vocations to address the many efforts needed: prayer, mobilization, finances, business, translation, relief, development, arts, etc.  (Copied from: https://2414now.net/2020/09/22/mindshifts-in-movements-part-1/)

Many of us from the Global North have a strong institutional mindset that works counter to the kind of networking necessary to catalyze Movements. We focus too exclusively on our church or organization. We have been shaped too much by competition and/or fear. And often we are blind to how deeply entrenched these feelings really are.

Multi-generational multiplication is monumental! Only God can make Movements happen and he highly values humility and unity in those who will make themselves available to find what he is doing and join him.

One of the first Movements on the African continent was undermined by workers from another denomination discovering a network of simple churches that did not have buildings or paid pastors. Rather than doing some research into why that network of churches looked so different than what was expected, they offered to start supporting workers and helping to build meeting houses for churches. The new believers there shifted their energies and passions from evangelism and discipleship to gaining these “trappings” of the traditional Global North mindset.

When you look at all the resources and personnel required to see Movements, no single church or organization is large enough to cover all the bases. Intercessors, access ministries, front-line workers, Scripture resources and finances to get to multiplication are much greater than most people can imagine. We always need new people and organizations to see a people group reached with the Gospel, especially an Unreached People Group. And that need becomes even more demanding when it is an Unreached, Unengaged People Group.

One global catalyst said you have to give up your castle if you are going to see the Kingdom!
